APP-PAY-06153: System Error: Procedure pay_qpq_api.default_values at Step 7 - Error opening quick pay form

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Define the security profile with payroll security.
   (N) Security > Profile > Payroll Security tab
   e.g.
   View All Payrolls: uncheck
   Include: check
   Payrolls: <Specify payroll>
   
2. Login with the responsibility that the payroll security created in the above step 1 is attached.
   
3. Open QuickPay form.
    (N) FastPath> QuickPay 
      or
    (N) People > Enter and Maintain > (B) Assignment > (B) Others > QuickPay
   
4.  Query assignment and click Find button.
   
5.  Error occurs.

CAUSE

Security package is failing to evaluate payroll security for static payroll security profile.

For each Security Profile attached to the responsibilities, CBS Payroll

Processing and US Super HRMS Manager, check the box under 'Restrict on

Individual Assignments' and execute the Security List Maintenance process
